Community Development: Projects Lack Of Transparency: IFI Watch Report

Community’s participation is still weak in implementing National Community Driven Development Project (NCDDP) being funded by the World Bank; IFI Watch released its findings on Friday.

Community Driven Development (CDD) project aims to implement infrastructure development projects in rural communities. It also intends to strengthen community capacity to manage their identified priority projects.

The report points out that those communities have lack of access to information about the project; the project operation leaders have absence of technical and project management training and corruption are also occurred in some project areas.

RESEARCHER,  SOE LWIN: We found that some project operation teams don’t work in line with international regulations and project manual. They have lack of transparency in their work. Communities also don’t know that they have rights to complain on that. We found that less than 10% of population have chance to participate in the project.

International Financial Institutions (IFI) watch has been taken assessment in more than 5 townships from March 2013 to March 2016, and the report will be submitted to World Bank.

PROGRAM COORDINATOR, IFI WATCH, KHIN HNIN HLAING: We have planned to meet with World Bank to submit the report and suggestions to tackle the issues. They should realize and take action on it. The civil societies should also have a chance to participate in drawing design and making decision of the World Bank’s project.

The CDD was initially planned with 80 million US Dollars in 15 townships and is now being scaled up to 62 townships with 554 million US Dollars.
