MACCS: To Be More Convenient In The Custom Service
To be more convenient in the custom service for the international trade and investment, the Custom Department under the Ministry of Planning and Finance will operate Myanmar Automated Cargo Clearance system (MACCS) with the assistance of JICA and the test-run of the system will start this month. Myanmar Automated Cargo Clearance system (MACCS) is aimed to integrate platform for trade logistics in Myanmar. The MACCS will support speeding-up trade logistics, optimization of business and ensuring appropriate tax collection.
Director , MACCS Division (Ministry of Planning & Finance) , Win Thant: We will do test-running as a first phrase in this month. The project will be more convenient in trading and will reduce the custom manual process. By practicing this system, trading will be developed more and the taxation system of the country will be smoother. Firstly, we will start the project in Yangon area including airport, port and SEZ. After the Yangon area, we will extend to the border trade zones.
This system will be implemented with the grand aid from Japanese Government. JICA also cooperates for this system by sending professionals for conducting short and long term trainings.
Shuhei UENO , Project for Modernization of Myanmar Customs , JICA Chief Advisor : Japan provides to run manual to auto system in order to be smooth the process of custom service. The project was started in 2013. We are providing necessary assistance for human resource development, capacity building and so on. We will provide 40 million USD for the whole project.
Myanmar Customs Brokers Association is also conducting trainings to the concerned departments, importers and exporters to improve trade facilitation in Myanmar.
Secretary General , Myanmar Customs Brokers Association , Minn Maung Oo : Our association provides private users training to run smooth in MACCS system with the support of Custom departments and JIAC. This system is a good function for custom service. We are planning to train again on 11th of this month.
MACCS system is slated to be operated in the first week of November this year in Yangon area.
