Peace Cost: Ceasefire Monitoring Mechanism Needs $21 Million For 3 Years

It is estimated to cost some 21 million USD to run ceasefire mechanism in ceasefire areas for three years, according to the representatives to the 3rd Joint Monitoring Committee meeting held at the Myanmar Peace Center in Yangon,on the 7th to 8th of this month. The meeting also discussed appointment of office staff for central and region/state levels, estimated budget for the staff and JMC mechanism, drawing work flow, ceasefire process in Shan State and other areas as well as formation of Joint Monitoring Committees in Shan State and other states.     

Secretary, JMC representing EAOS, Dr. Shwe Khar:  "We need 21 million USD with an estimated cost of 7 to 8 million a year. Joint Peace Fund said they are willing to assist us. Own recourses will be used to run the functions of the committee before funding comes as the monitoring process is the important matter"

Prior to receiving funds from donors, Tatmadaw is committed to working towards implementation of the terms of national ceasefire agreement, global new light of Myanmar reported citing Col Wunna Aung, a JMC secretary on behalf of Tatmadaw. Potential donors of the international community have been informed of the estimated budget for Union, region/state and regional level mechanism to deal with monitoring, verification and conflict resolution processes. JMC was formed in 30 days after the signing of ceasefire agreement by the government and eight EAOs.

Secretary, Union Level JMC, Col. Wunna Aung: "JMC was formed under the terms of the NCA and all of us are following the military code of conduct. As the NCA was signed with the agreement of all stakeholders, our Tatmadaw is carefully following the directives down to the grass root level."

As an implementation of the 3rd JMC meeting, a joint committee on monitoring ceasefire in Shan State was formed on the following day in Kolam with representatives from RCSS, PNLO, Tatmadaw and civilians. Duties on monitoring ceasefire in Shan state were assigned to them. Measures are underway to keep forming JMCs in Taninthayi and Bago regions and Kayin, Mon and Chin states.
